The endeavours of the German Hydrographic Institute to fulfil its duties
towards German shipping hy carrying out the tasks laid upon it were again
hampered by the personnel situation which is becoming more strained every
year» So far it was possible to, carry out only on newly built ships the
inspection tests and re-examinations of the radio position fixing equipments
legally prescribed by the "Punksicherheitsordnung", as the personnel
necessary for this task could again not be placed at the Institute's disposal
in the year under review. The difficult situation which arose as à conse
quence made it necessary to take immediate measures. This was done, and it
is at least.expected that they will bridge over the time until more positions
have been granted in the establishment of the German Hydrographic Institute
for I960, thus avoiding unbearable conditions. In summer 1959 now at last the
still lacking buildings could be completed at the Kirchenpauerkai, housing
the Experimental Workshop and the Ships Equip
ment Store. At the. same time a pontoon was built there at which the
survey ships of the G.H.I. have their berth. With the moving in autumn 1959
into these modern, premises, which answer all requirements, the 10-year period
of provisional lodging at Tollerort belonged to the past.
After the I.G.Y. was successfully concluded, the processing of the results
obtained was immediately commenced with. In summer 1959 the results could be
submitted to the public in the form of an own collected report published as
a supplementary part to the "Deutsche Bydrographisehe Zeitschrift". This
collected volume could only be achieved by the cooperation of the numerous
participants in the expeditions of the ships "Gauss" and "Anton Dohrn", all
of whom had contributed to It; this special volume conveys a first survey
of the observation material and invites already a discussion on partial
results from the whole complex of the "Polar Front Programme".
The renewal according to plan of the Sailing Direction Work was continued '
with the issue of three sailing directions. In 1959 there appeared the
"Handbuch fiir Belte und Staid", the "Handbuch für Skagerrak und Kattegat III.
Teil" (Baltic Entrances), and the "Ostsee-Handbuch IT.Teil" (Baltic Pilot).
Further sailing directions are either in the press or they are in prepara
tion, 16 sailing directions were brought up-to-date by supplements. Besides,
in 1959 a reprint of the publication "Fur Brücke und Kartenhaus" (For Bridge
and Chartroom) was brought out and the annual new edition of the "Winterbe-
tonnung deh deutschen RUstengewSsser" (Winter buoyage in German coastal
waters). The preparation of the "Monatskarten des Indischen Ozeans" (Monthly
Pilot Charts for the Indian Ocean) could be concluded so that the new edition
will appear before long; work in connection with a new edition of the Indian
Ocean Pilot was continued.
