THE GERMAN HYDROGRAPHIC INSTITUTE IN THE YEAR 1969
The Programme Committee of the Deutsche Kommission fur Ozeano-
graphie (DKfO) (German Commission for Oceanography), which was founded
in 1968 by the Federal Ministry for Education and Science with the President of
the GHl as its member and vice-chairman, convened several times and set up a
“General Programme for Oceanography in the Federal Republic 1969—1973“ which
was adopted unanimously on 6 June 1969 by the DKfO and subsequently con
firmed by the Federal Cabinet. This programme comprises the projects of the
Federal Departments, of the coastal states of the FRG, of the German Research
Association and of the German industry. It shall serve in the above quoted period
as a guideline for the endeavours to promote energetically oceanographic
research and marine technology in the Federal Republic. Furthermore, the Pre
sident of the GHl took an active part in the work of the “Committee on Inter
national Affairs“ of the DKfO and was entrusted with the chairmanship of the
newly founded “Committee on Marine Pollution“. The GHl, with further members
of its staff, is represented in the latter committee as well as in the “Committee on
Research Vessels and Underwater Systems" and in the “Committee on Mineral
Resources of the Ocean“.
The special group “Oceanography“ of the Working Group “Politics in the Fields
of Scientific and Technical Research“ of the Commission of the European Com
munities resumed its work under the chairmanship of the President of the GHl.
A report suggesting joint activities of the six member states, of Great Britain and
the Scandinavian countries in different fields has been submitted to the Council
of Ministers.
According to the decisions to investigate the natural resources of the sea and
their exploitation during an “International Decade of Ocean Exploration", the
United Nations requested the Intergovernmental Oceanographic
Commission (IOC, UNESCO) to draft a long-term and expanded programme
for oceanic exploration and research. This programme which was drafted at the
9th and 10th sessions of the IOC-Bureau with the Consultative Council
as well as at the meeting of a special working group, was adopted in September at
the 6th IOC Plenary Session in Paris, as well as the new statutes which make the
IOC more flexible and more effective. The President of the GHl represented the
Federal Republic on the Consultative Council. He was a member of the working
group and, at the Plenary Session, he headed the German delegation. The GHl
continued to act as a secretariat for the German IOC Section under the Ministry
of Foreign Affairs.
In 1969, as agreed upon, the research vessel Meteor was at the disposal of
the German Research Association. Early in January, the Mayor of the Freie und
