peat itself in 1982. During a "Gauß" cruise in May, the spreading behav
iour of exhaust gas plumes from incineration ships during the incinera
tion of wastes over the North Sea was investigated in co-operation with
other Institutes.
The physical investigations concerning mixing processes in the near-bot
tom layer and in the region of the shallow water fronts of the North Sea,
as well as the commencement of a current measurement programme in the
Baltic Sea, were made to provide answers to questions concerning trans
port and spreading processes.
The nautical services operated in the normal way. The DHI tested nauti
cal systems, equipment, and instruments and controlled the compliance
with the Ship Safety Regulations on board ship.
The DHI issued 13 permits for the carrying out of research in accord
ance with the Bundesberggesetz (Federal Mining Law). In accordance with
the Hohe-See-Einbringungsgesetz (High Seas Dumping Law), 9 permits and
3 permit extensions for the dumping into and the incineration of wastes
on the High Seas were given. In several cases, applications for inciner
ation at sea were rejected, because - owing to recycling and new incin
eration plants on land - a land disposal of the wastes was possible. In
two cases, a fine was imposed for the illegal introduction of wastes in
to the High Seas. Proceedings were also taken against three further il
legalities, likewise 14 processes because of illegal discharge of oil
into the High Seas.
The Library, which also looks after the interests of the Maritime Trans
port Division of the Federal Minister of Transport and the Seewetteramt
of the German Weather Service, increased its stock to 112,000 volumes.
All the tasks in accordance with Law were also fulfilled in this year;
however, the work was rendered considerably more difficult owing to the
ever increasing shortage of personnel.
