THE DEUTSCHES HYÛROGRAPHISCHES INSTITUT (DHI) IN THE YEARS
1972 AND 1973
Some progress was achieved in the work on an International Set of
Charts, Fifteen out of eighty-three sheets of small scale charts have been
published to date. The two sheets which are the German share of the international
series were already completed in 1972; sheets of this series produced by Great
Britain, Canada, and the USA were incorporated into the German Chart Portfolio,
Specifications for international medium and large scale North Sea charts were
compiled by an IHO Commission that was set up during the 1 01 h Inter
national Hydrographic Conference,
This Conference that was the first one since the coming into force of the 1967
Convention on the International Hydrographic Organization (IHO) was held
from 11 to 22 April 1972 in Monaco. The President of the DHI, Prof. Dr. Roll,
who headed the German delegation, was elected President of the Conference.
At a German request a commission was set up which is to study how to bring
about international standardisation of nautical books and a simplification in
their production. The Joint IHO/IMCO Committee that had also been established
at a German request in order to create an internationally coordinated world-wide
nautical warning service proposed to divide the world oceans into 13 areas of
warning; for each of them a Hydrographic Office is to adopt the responsibility.
For this purpose it is first necessary to establish an effective HF coastal radio
station in each area of warnings.
The North Sea Hydrographic Commission (NSHC) of the IHO met in Den Haag
from 15 to 18 February and in Hërnôsand (Sweden) from 11 to 14 September 1973,
in order to coordinate the work of the Hydrographic Offices.
In September 1973 experts on sea waves from seven states met for JONS-
WAP 2 (Joint North Sea Wave Project) with the primary objective to study,
in the sea area off Sylt, the generation of sea waves by wind and in order to
test different methods of measuring sea waves. These investigations aimed at
developing an effective sea wave prediction. The DHI had been entrusted with
the organisation of this project that was sponsored by Deutsche Forschungsge-
meinschaft pFG) and by the Federal Ministry of Research and Technology.
The DHI cooperated in the preparation of several international conventions on
the Prevention of Marine Pollution (cf.paragraph B. IV. 6.): The
Oslo Convention (15/2/72); the London Convention (13/11/72); the IMCO Agree
ment (November 1973); the Helsinki Agreement and the Paris Convention (signa
ture envisaged for 1974). The recommendations of the UN Conference on the
Marine Environment in Stockholm were reflected in the first meeting of the
Executive Council of the Intergovernmental Oceanographic
