Schiffseigner  verläuft  die  Umstellung  sehr
schleppend.  Da  eine  Vielzahl  von  Hafen-  und
Schiffahrtsgebühren  inzwischen  auf  der  Basis
BRZ  anstelle  des  früheren  BRT  berechnet  werden, ­
  gewinnt  die  Umstellung  jedoch  zunehmende ­
  praktische  Bedeutung.
Eine  Ende  1996  von  der  Europäischen
Union  verabschiedete  Richtlinie  über  Schiffsausrüstung ­
  legt  für  alle  nach  internationalen  Regelungen ­
  ausrüstungs-  und  zulassungspflichtige
Gegenstände  der  Schiffsausrüstung  die  Baumusterprüfung ­
  mit  ihren  Rand-  und  Rahmenbedingungen ­
  fest.  Diese  Richtlinie  muß  bis  1998  in  nationales ­
  Recht  umgesetzt  werden  und  gilt  ab
1.  Januar  1999.  Das  BSH  bereitet  sich  auf  diese
Veränderung  durch  Akkreditierung  als  Prüfeinrichtung ­
  vor.
In  der  IMO  wird  das  Schiffssicherheitsübereinkommen ­
  (SOLAS),  Kapitel  V  (Sicherung  der
Seefahrt)  gegenwärtig  grundlegend  revidiert.
Das  BSH  hat  bei  der  Gestaltung  der  neuen  Regeln ­
  und  bei  der  Festlegung  von  künftigen  Leistungsnormen ­
  für  nautische  Systeme  und  Anlagen ­
  intensiv  mitgearbeitet.
Das  aus  z.  Z.  45  Seebüchern  und  840  Seekarten ­
  bestehende  nautische  Informationssystem ­
  wurde  durch  Neue  Ausgaben  und  die
wöchentlich  herausgegebenen  Nachrichten  für
Seefahrer  ständig  auf  aktuellem  Stand  gehalten.
Für  die  Sportschiffahrt  erschienen  zusätzlich  die
jährlichen  neuen  Ausgaben  der  Sportschiffahrtsatlanten. ­
  Im  Hinblick  auf  die  Entwicklung  in  der

over  of  fishing  vessels  to  the  international  London ­
  Rules  for  tonnage  measurement.  The
change-over  is  very  slow  because  of  the  costs
involved  for  shipowners.  However,  since  port
and  shipping  dues  now  are  based  largely  on
gross  tonnage  instead  of  the  formerly  used  gross
registered  tons,  the  change-over  is  of  considerable ­
  practical  importance.
A  Council  Directive  on  Marine  Equipment
passed  at  the  end  of  1996  lays  down  common
rules  for  a  conformity  assessment  procedure  of
all  items  of  marine  equipment  for  which  international ­
  conventions  require  mandatory  carriage
on  board  and  the  approval  by  national  administrations. ­
  The  Directive  must  be  adopted  into  national ­
  law  by  1998,  and  will  enter  into  force  on
1  January  1999.  The  BSH  is  preparing  for  this
change  by  obtaining  an  accreditation  as  a  certified ­
  testing  institution.
The  International  Maritime  Organization
currently  carries  out  a  major  revision  of  Chapter
V  (Safety  of  Navigation)  of  the  International  Convention ­
  for  the  Safety  of  Life  at  Sea  (SOLAS).
The  BSH  was  actively  involved  in  the  development ­
  of  the  new  regulations  and  of  future  performance ­
  standards  for  nautical  systems  and
equipment.
The  BSH's  nautical  information  system,
which  presently  comprises  45  nautical  books
and  840  nautical  charts,  was  kept  up-to-date  by
new  editions  and  the  weekly  “Nachrichten  für
Seefahrer”  (Notices  to  Mariners).  New  annual
editions  of  pleasure  craft  atlases  were  issued.  In
