um das Informationsangebot für viele maritime
Zwecke weiter zu optimieren und die Meeresumwelt
nachhaltig zu schützen sowie die Seeschifffahrt weiter
zu stärken und noch sicherer zu machen. Entscheidend
2004
Maritime Gefahrenabwehr: Weltweit sind mehr als
60 000 Schiffe von den neuen Maßnahmen zur Abwehr
terroristischer Gefahren betroffen. Das BSH
wird termingerecht für alle Seeschiffe unter deutscher
Flagge, sofern schiffsseitig die Voraussetzungen erfüllt
sind, internationale Zeugnisse über die Gefahrenabwehr
an Bord erteilen und kontinuierlich gemeinsam
mit Reedereien und Verbänden für eine
erfolgreiche Durchsetzung der Sicherheitsmaßnahmen
sorgen.
Schifffahrtsförderung: Die Fördermittel des Bundes
zur Senkung der Lohnnebenkosten und zur Ausbildungsförderung
für die deutsche Handelsflotte wurden
von 30,8 Mio. € auf 45 Mio. € in 2004 und 2005
maritime applications, to protect the marine environment,
strengthen maritime shipping and further
improve its safety. The essential prerequisite is a conviction
shared by politics and industry that it is worthwhile
investing in the future taking into account longterm
perspectives. The third national conference of
the Federal Government at Lübeck marked the successful
establishment of a maritime alliance between
politics and industry. We should build on this platform.
There is more to be done!
2004
Maritime security: more than 60,000 vessels world
wide are affected by the new maritime security
requirements for the prevention of terrorist acts.
Within the prescribed period, the BSH will issue
International Ship Security Certificates to all seagoing
vessels under the German flag provided that they
comply with the relevant security provisions, and it
will co-operate with shipping companies and maritime
associations in order to successfully implement
the security measures.
Promotion of shipping: the financial aid granted by
the Federal Government, which is aimed at reducing
non-wage labour costs and promoting training measures
for the German merchant fleet, has been
increased from 30.8 million Euro to 45 million Euro in
2004 and 2005. This is a considerable cost reduction
for German flagged ships which improves their competitiveness
and creates an incentive for offering
more training places to German mariners. The BSH
will implement the promotion programme speedily
and expects that this will lead to a considerable
increase in ships flying the German flag.
Marine spatial planning: new uses of the marine environment,
which may compete with those of other
users or with nature conservation interests, require
comprehensive planning strategies, for which so far
no provision has been made in German law regarding
the Exclusive Economic Zone. The inclusion of
