Genehmigungen werden zunächst nur auf Pilotphasen 
bis zu maximal 80 einzelnen Windenergieanlagen (WEA) 
beschränkt. Entscheidungen über spätere Ausbau 
stufen sind abhängig von den weiteren praktischen 
Erfahrungen über die Auswirkungen der Anlagen. Bis 
Mitte 2005 gab das BSH für 9 Projekte grünes Licht. 
2004 
• 5 Windpark-Projekte in der Nordsee wurden genehmigt: 
2 Projekte vor Borkum, 2 Projekte vor Amrum und 
1 Projekt westlich von Sylt. Drei neue Anträge auf 
Genehmigung von Projekten in der Nordsee wurden 
beim BSH eingereicht. 
• 2 in der Ostsee beantragte Projekte hat das BSH aus 
Gründen des Vogelschutzes abgelehnt. 
• Für den Windpark „Borkum West" wurde der Antrag 
auf Verlegung stromabführender Kabel zur 
Netzanbindung genehmigt. 7 weitere Anträge laufen 
noch. 
• 4 Verfahren zur Festlegung von besonderen Eignungs 
gebieten für WEA wurden nach der Seeanlagen 
verordnung eingeleitet; die Gebiete liegen in der 
Nordsee nördlich von Borkum und westlich von Sylt, 
in der Ostsee nördlich und nord-östlich von Rügen. 
• 4 procedures for the establishment of preferred areas 
for wind farm development were initiated on the 
basis of the Seeanlagenverordnung (Marine Facilities 
Ordinance); the areas in the North Sea are located 
north of Borkum and west of Sylt, in the Baltic Sea 
north and northeast of Rügen.

No matter how the oceans will be used In future - the 
different Interests of numerous stakeholders will have 
to be co-ordinated. Maritime technology Is high tech 
nology - an Indispensable economic asset for a 
country like Germany In International competition. But 
whatever may be technically feasible: It will always 
Infringe on the natural environment. A responsible 
and sustainable use of natural resources Is only pos 
sible If we Improve our understanding of the complex 
Interactions taking place In the oceans. Better knowl 
edge Is needed as a decisionmaking tool In future- 
oriented planning. 
Major efforts still have to be made - at the political, 
technical, and scientific levels - In order to optimise 
the Information that Is available to a wide range of 
maritime applications, to protect the marine environ-
